UNESCO (Organization on the questions of education, science and culture of the United Nations) is the international intergovernmental organization specialized with the establishment of UNO. The main task of UNESCO is to favor strengthening of peace and safety by widening of peoples collaboration in the field of education, science and culture, and also taking root the necessity of world defense in the human mind.

Ukraine is the member of UNESCO from May, 12, 1954. Coordination of collaboration of national institutions of UNESCO is laid on National Commission of Ukraine in the matters of UNESCO, the interdepartmental organ at MFA of Ukraine, created by Decree of President of Ukraine from March, 26, 1996. From December, 1962, in Paris functions the Permanent Representative of Ukraine at UNESCO.

Rector of NTUU «KPI», director of IASA, head of Chair of UNESCO M. Z. ZGUROVSKY in Bologna University signed 'Great Charter of Universities of Europe in the name of NTUU «KPI»(September, 16th, 2003).

International Chair of UNESCO «Higher Technical Education Applied System Analysis and Informatics» (IСU) at

the National Technical University of Ukraine «Kyiv Polytechnic Institute» and Educational Scientific Complex 'Institute for Applied System Analysis (ESC «IASA») are created on the basis of bilateral Agreement between UNESCO and NTUU «KPI» in December, 1998 according to Memorandum on Collaboration between Government of Ukraine and UNESCO from November, 18, 1997 within the limits of International Program of 'UNITWIN/UNESCO Chairs'.

Participation of Ukraine in UNESCO is strategically oriented on favoring the widening of interna­tional collaboration of Ukrainian scientific, educational and cultural institutions by providing their par­ticipation in program activity of Organization. Strengthening of intellectual potential of country and bringing it the world processes in humanitarian sphere, and also the use in national interests of possi­bilities of UNESCO and international experience in the spheres of its jurisdiction. Participation of Ukraine in program activity of UNESCO opens the possibilities of financial assistance from the side of Organization for carrying out in Ukraine the international measures on the line of UNESCO and realization of projects in the field of its jurisdiction, and also scholarships, grants, equipment, scientific and technical information by the Ukrainian specialists.

During its 105-years-old history, NTUU «KPI» has traditions and achievements, including those in the activity connected with the structures of UNESCO. Presently this activity is carried out through the international Chair of UNESCO «Higher Technical Education, Applied System Analysis and Informatics» at the National Technical University of Ukraine «Kyiv Polytechnic Institute» and Educational Scientific Complex «Institute for Applied System Analysis».

In all, 562 chairs of UNESCO and inter-university networks now exist in the world. Their division on the spheres of activity is following: education – 122, environment/stable development – 64, natural sci­ences – 64, world culture /rights of man – 74, social sciences and development – 46, culture development – 40, engineering and technology – 51; connection and information – 48, philosophy and aesthetics – 14. 50 clubs of UNESCO, 38 associated schools of UNESCO, operate in Ukraine. 12 chairs of UNESCO are created in higher educational estab­lishments and scientific establishments of Ukraine.

The main goal of ICU activity is realization of the complex research program in the field of higher technical education, methods of the applied system analysis, innovative information technologies and their application in the education system, for the analysis of complex systems of different nature (pub­lic, technical, etc).

ICU closely cooperates with National Commission of Ukraine in matters of UNESCO, UNESCO European Center of Higher Education (UNESCO-CEPES), Ministry of Education and Science of Ukraine, National Academy of Sciences of Ukraine, UNESCO Institute on Information Technologies in Education of Moscow, Ukrainian.

Main directions of ICU work are:

  • development and introduction of programs for training, retraining and inplant trainings of spe­cialists on the different aspects of perfection of higher technical education in Ukraine and abroad, with special attention given to the widest, interdisciplinary use of informatics and system analysis;
  • development and application of system of rating estimation of Ukrainian universities;
  • bringing in professors, research and administrative workers, and students of NTUU «KPI» and ESC «IASA» to the system of information and documentation exchange introduced by UNESCO within the frames of International «UNITWIN/UNESCO Chairs»;
  • development and introduction of the programs of international cooperation in the field of higher technical education and, in particular, system analysis and informatics;
  • regular execution of analysis of appearing necessities, and also conditions which determine the higher technical education reformation process, and its orientation on educational process;
  • close collaboration with the proper subsections of Secretariat of UNESCO, in particular, with Department of Higher Education and Department on Technique and Technologies, and also with UNESCO Institute of Information Technologies in Education (Moscow) with the purpose of development and introduction of international and national innovative programs on education and execution of scientific researches pointed at the update of system of higher technical education with the accent on the interdisciplinary use of system analysis and informatics;
  • organization and carrying out the conferences, colloquiums, seminars and others like that on the questions of development and introduction of innovative information technologies into the system of higher technical education in Ukraine and other countries of region.
  • structural collaboration with National Commission of Ukraine in matters of UNESCO, structural subdivisions of UNESCO, analogical chairs of UNESCO interested in national and international institutions in the field of theoretical researches and practical efforts on the development and introduction of methodology of system analysis, modern information technologies, methods of difficult informative systems design and data processing in ecology, econ­omy, geopolitics and technique, into the system of higher technical education;
  • informative and consultation support of individual initiatives and projects in the field of reformation of higher technical education and its orientation on educational process, research and use of informat­ics and system analysis at all levels of specialists train­ing;
  • retraining of specialists in the field of theoretical researches and practical efforts on development and introduction of methodology of system analysis, modern information technologies, methods of difficult informative systems design and data processing in ecology, economy, geopolitics and technique, into the system of higher technical education;
  • publishing activity and coordinative work on introduction of educational methodological and scientific developments of ICU on system analysis methodology, modern and information technologies, and methods of the difficult informative systems design and data processing in ecology, economy, geopolitics and technique.

As far as practically all directions of higher technical education, natural sciences, technique, infor­matics and

system analysis are represented in NTUU «KPI» and ESC «IASA», these institutions act as the laboratory of evolution experience and higher technical education prognostication development, and ICU accumulates this experience and represents it in the international crossing.

 

Realization of the program of development of the International Chair of UNESCO «Higher Technical Education, Applied System Analysis and Informatics» provides coming of ICU into being the one of cells of intellectual elite of high technical school of Ukraine. Cooperating with influential international organizations, ICU makes fundament for the system of international congresses, conferences, and seminars according different aspects of support and development of higher technical education, applied system analysis and informatics, comprehension of modern role of natural sciences and higher technical education in the system of the human measuring.

Substantial factor that forms the modern model of ICU activity is influence of informative society alteration processes. Today, without regard to globalization contradictions, internationalization, integration and globalization of research and educational activity due to forming of new research networks, is happening in science and education. Projects on distant learning get the great meaning. In process of informative society forming, Ukraine has the certain obligations as member of UNESCO, as well as country of the European choice. The world education forum (Dakar, Senegal, April, 2000) adopted six aims of «Dakar Action Frames», the major priorities of UNO strategy in the field of education, also providing the satisfaction of all young people and adults» educational necessities on the basis of equal access to the proper programs of studies. The role of innovative information computer technologies is more than obvious in the context of necessity of «equal access to the programs of studies» providing.

The medium term UNO strategy on the ques­tions of education, science and culture on 2002 – 2007, ratified on the 31th General Conference of UNESCO in November-October 2001, foresees twelve strategic aims, providing of general access to information and of communication technologies among them. Ukraine, being the member of UNESCO on forming the system of the future activ­ity formation, «Education for all, education through all the life, education without bounds», also has to fol­low this strategy.

NTUU «KPI», ESC «IASA», UNESCO Chair «Higher Technical Education, Applied System Analysis and Informatics», building the international activity in new conditions, become active participants in realization of the noted priorities during the last years.

On 6th July, 2006 between UNESCO Chair «Higher technical education, applied system analysis and informatics» at National Technical University of Ukraine «Kiev Polytechnic Institute» and Educational Scientific Complex «Institute for Applied System Analysis» and Scientific Research Institute for Applied Information Technologies of Cybernetic Center of NAS of Ukraine, there was made a treaty about crea­ting and organization of activity of department of UNESCO Chair «Higher technical education, applied system analysis and informatics».

The main goals of this forming are design, introducing and development of principles of internation­al expertise of education quality and rating estimation of Ukrainian higher educational establishments» activity, promotion of realization of Memorandum regulations about collaboration between UNESCO Chair «Higher technical education, applied system analysis and informatics» and European Center for Higher Education of UNESCO from 25th April, 2006.
